Van Hollen’s Mainstreaming War on Israel

Senator Chris Van Hollen (D-MD) has become one of Israel’s fiercest critics in the U.S. Senate. Since Hamas’s October 7 massacre, he has pursued a campaign that reframes Israel not as a besieged ally but as a war criminal state, worthy of sanction and censure. His playbook has five coordinated elements: a starvation narrative, a focus on Christian persecution, a drive to restrict U.S. arms, an effort to criminalize Israeli “settlers,” and to demonize the Israeli government while legitimizing the Palestinian Authority.

What began as fringe rhetoric has steadily migrated into the Democratic mainstream. In Washington’s political war over Israel, Van Hollen has positioned himself as the lead general, and he is increasingly turning to enact laws to enforce his worldview.

The Starvation Narrative

The turning point came in February 2024, when Van Hollen escalated from criticism to criminalization.

On February 13, 2024, he declared on the Senate floor:

“Kids in Gaza are now dying from the deliberate withholding of food. That is a war crime. It is a textbook war crime. And that makes those who orchestrate it war criminals.”

Just two weeks later, his office issued a statement reinforcing the charge:

“People are starving in Gaza. And civilians are dying every day. There is no excuse for this situation.”

At the time – just weeks into Gaza’s war on Israel – few international observers had made such claims. By labeling Israel’s blockade as “deliberate starvation,” Van Hollen provided the framework for others to follow. Within months, humanitarian agencies, U.N. officials, and fellow senators adopted the same language.

Christian Persecution: Expanding the Field of Victims

On trips to the region in June 2024 and August 2025, Van Hollen, joined by Senator Jeff Merkley (D-OR) made highly publicized visits with Christian patriarchs in Jerusalem. They highlighted declining Christian communities and implied Israeli responsibility for their plight.

The narrative was selective: minimizing Hamas’s role and Palestinian Authority corruption while amplifying claims that Israel’s policies drove Christians from the Holy Land. Slowly, this angle began echoing in European diplomacy and American church politics. Van Hollen helped mainstream it.

Restricting U.S. Arms

Beyond rhetoric, Van Hollen has worked to curtail U.S. arms transfers to Israel. He joined resolutions to block certain sales, pushed for GAO investigations into Israel’s use of U.S. weapons, and demanded conditioning assistance on humanitarian compliance.

By mid-2025, other Democrats had joined him, showing his success in normalizing the once-fringe notion that America should starve Israel of weapons in the midst of its war for survival.

Criminalizing Settlers: From Rhetoric to Sanctions

Van Hollen has also targeted Israeli settlers, pressing for visa bans, sanctions, and financial restrictions.

In November 2024, nearly 90 Democrats, led by Van Hollen, urged Biden to impose sanctions on Israeli ministers tied to settler violence. In August 2025, he worked with Senator Peter Welch on a sanctions bill, declaring:

“The Netanyahu Government – driven by racist extremists like Smotrich and Ben-Gvir – continues to fuel settler violence and support the expansion of illegal settlements in the West Bank. The United States must not turn a blind eye to these acts.”

The progression from criticisms to sanctions is becoming a hallmark of his activities.

Boycotting Netanyahu, Embracing Abbas

The hypocrisy of Van Hollen’s diplomacy was laid bare in July 2024, when Prime Minister Netanyahu addressed a joint session of Congress. Van Hollen loudly boycotted the speech, denouncing Netanyahu’s government as extremist and refusing to “be a rubber stamp” for what he called a “political prop.”

Yet, just weeks earlier in Ramallah, Van Hollen had gladly sat down with Palestinian Authority President Mahmoud Abbas—a man who: wrote his doctoral thesis on Holocaust denial; maintains laws banning the sale of land to Jews, punishable by imprisonment or death; and funds stipends to terrorists’ families under the “Pay for Slay” program.

This willingness to shun Israel’s elected leader while legitimizing Abbas exposes Van Hollen’s double standard. The boycott was staged as a moral stand, yet his embrace of Abbas—authoritarian, corrupt, and antisemitic—revealed a deeper hostility directed not at extremism but at Israel itself.

The Legal Framework: Turning Criticism into Punishment

Van Hollen’s strategy is deeper than speeches. He has worked to institutionalize anti-Israel positions into binding U.S. law:

Leahy Laws & Foreign Assistance Act: He invoked these statutes in May 2025 to argue that Israel’s restrictions on aid are a “commission of gross violations of human rights” which would trigger U.S. legal violations.
GAO Investigations: He formally requested audits to prove U.S. complicity, aiming to tie Israel’s actions to American liability.
Codifying Executive Orders: By reintroducing sanctions legislation in 2025, Van Hollen sought to ensure that settler bans would not depend on a future president’s discretion but become permanent U.S. law.

This layering of legal levers shows the depth of his campaign. Van Hollen is not merely criticizing Israel. He is trying to build the legal scaffolding that forces America to punish it.

Summary

Van Hollen as a multi-front war on Israel:

Starvation narrative → turned humanitarian debates into accusations of Israeli war crimes.
Christian persecution → expanded moral indictments beyond Palestinian Arabs.
Arms restrictions → reframed U.S. support as conditional.
Settler criminalization → sought to enshrine punitive measures into U.S. law.
Boycott of Netanyahu, embrace of Abbas → pivot America’s ally from Israel to the Palestinians.

Each step has nudged Democrats further away from the historic bipartisan consensus supporting Israel, tarring the Jewish State as racist and criminal, and unworthy of support.

Mark Mellman of Democratic Majority for Israel – a longtime Van Hollen fan – bemoaned and warned about the “deleterious consequences of his [Van Hollen’s] actions,” as he watched the Democratic party follow Van Hollen’s lead. It has not slowed the senator down.

Chris Van Hollen has become the lead general in mainstreaming anti-Israel narratives and a Democratic political war against Israel—a campaign whose consequences extend from Washington to Jerusalem, and into the very legitimacy of Jewish life in the Holy Land.

On “Accountability and Justice:” Fifteen Democratic Senators And The UN Human Rights Council

Nothing sounds so lofty as the United Nations Human Rights Council (HRC), a global organization that should theoretically be at the vanguard of protecting civilians around the world. Alas, it made itself into a highly biased joke by having ten standing items during each session to cover broad matters, with an exception for a single region – Item 7 – being dedicated to the “Human rights situation in Palestine and other occupied Arab territories.”

On April 5, 2024, amid the Gazan-initiated war on Israel, the UNHRC went to town on Israel, passing the outrageously biased Resolution 55/28 with a vote of 28 in favor, 6 opposed, and 13 abstentions. The Global South was joined in voting for the resolution by Belgium, Finland and Luxembourg from Europe. The chickens which abstained were: Albania, Benin, Cameron, Costa Rica, Dominican Republic, France, Georgia, India, Japan, Lithuania, Montenegro, Netherlands, and Romania.

The eight pages of vitriol went well beyond actions during the war. It went beyond settlements. It went beyond withholding taxes.

It implicitly backed Gazans’ genocidal war against Israel stating that the council “reaffirm[s] the legitimacy of the struggle of peoples for independence, territorial integrity, national unity and liberation from colonial and foreign domination and foreign occupation in accordance with international law.” This statement labeled the State of Israel as a “colonial” power, stripping it of rights of defense and designating it a rightful target for attacks.

The antisemitic text even decried Jews living in their holiest and capital city of Jerusalem. It criticized Israel for archeological excavations near the Temple Mount.

Only in three spots (marked in light blue) in the long list condemning Israel was there any expression that Gazans were doing anything wrong. Each related to the immediate situation of war and none condemned the thousands of Gazans who initiated the war killing 1,200 people, raping women and abducting 251 people, nor the Gazan leaders who threatened to commit the barbaric attacks again and again.

In multiple locations (highlighted in orange), the UNHRC demanded that countries withhold supplying arms to Israel and not take any actions against groups around the world which support the Hamas-led war against Israel. It urged countries to not supply Israel with “dual use” items like jet fuel or facial recognition software which could have both civilian and military purposes.

The text is a sickening farce, especially considering the heading of the resolution which highlighted “the obligation to ensure accountability and justice.” The text of the resolution clearly showed the HRC’s belief that only Israel should be held accountable, while Gazans should be absolved of their actions under the UN’s ode for the Stateless Arabs of Palestine (SAPs)‘ “legitimacy of the struggle of peoples for independence.”

In April 2025, one year after this shameful resolution passed, Sen. Bernie Sanders (I-VT) tried to pass two resolutions in the U.S. Senate to block America’s sale of arms to Israel. His introduction to the vote lambasted AIPAC as a nefarious organization, and then called the Israeli government “racist and extremist” engaged in a “barbaric war against the Palestinian people,” even though the Israeli military constantly warns civilians to move out of battlefields and has the lowest civilian-to-combatant death toll of any modern urban war.

Fourteen senators joined Sanders in voting to block the arms sale to Israel in the middle of the multi-front war, including Sens. Richard Durbin (D-IL), Martin Heinrich (D-NM), Mazie Hirono (D-HI), Ben Ray Luján (D-NM), Tim Kaine (D-VA), Andy Kim (D-NJ), Ed Markey (D-MA), Jeff Merkley (D-OR), Chris Murphy (D-CT), Brian Schatz (D-HI), Tina Smith (D-MN), Chris Van Hollen (D-MD), Elizabeth Warren (D-MA), and Peter Welch (D-VT).

The fact that all fifteen senators voting against supplying Israel weapons during the war were Democrats should not be a surprise. According to a March 2025 Gallup poll, Republicans favor Israel over SAPs by 75% to 10%, while Democrats favor SAPs over Israelis by 59% to 21%. This is a continuation of a trend that started BEFORE Gazans’ October 7 atrocities, as highlighted in Gallups’ February 2023 poll.

It begs us to answer the framework of “the obligation to ensure accountability and justice” in general, even before applied to war. What is the baseline that the UNHRC and Democrats (HRC & D) see the Arab-Israeli conflict?

The HRC&D seemingly believe that Israel is a colonial power and SAPs have a legitimate fight for “liberation.” In such framework, even leaders of Hamas’ “political bureau” are regular “civilians entitled to protection,” (as stated by HRC). HRC&D prioritize imposing sanctions on Israeli Jewish “settlers” in the immediate aftermath of October 7 (as urged by Sen. Van Hollen in November 2023).

The HRC&D baseline for considering “accountability and justice” is that Arabs are justified in fighting Israel, while Israeli Jews are wrong for just living.

Anyone and everyone should be upset with the loss of so much civilian life in the war which started eighteen months ago. But the number of dead on each side obscures the fundamental issue in the conflict is the competing views that Israel is a legitimate sovereign state or a colonial outpost which should be combated by “any means necessary.”

While the UN Human Rights Council and fifteen Democratic senators have not gone so far to endorse a genocide of Jews in Israel, they are actively seeking to shield Hamas and other Palestinian terrorist groups and their supporters which seek the destruction of Israel from proper measures of justice.

Van Hollen Is Grossly Ignorant About Zionism And The Indignity Of UNSC 2334

Sen. Chris Van Hollen (D-MD) aged 66, questioned a young Rep. Elise Stefanik (R-NY), aged 40, during a Senate Foreign Relations Committee vetting process for the United States Ambassador to the United Nations. It’s a short five-minute video and worth watching the entire exchange.

At 1:07, Van Hollen pointed his questions to adhering to UN Security Council resolutions and tied it to the Israeli-Arab conflict. Van Hollen said “long term peace must include security, self-determination and dignity for Israelis and Palestinian alike,” and added that “we should stand up and protect universal human rights and self-determination for all people, including both Israelis and Palestinians.”

He questioned Stefanik’s contention that Jews have a “Biblical right” to the land of Israel, and concluded his remarks at 4:59 by mansplaining that “when it comes to this very difficult issue [Jews living and praying in the West Bank and the Old City of Jerusalem], if the president is going to succeed at bringing peace and stability to the Middle East, we’re going to have to look at the UN Security Council resolutions – not just the ones on Lebanon, which we should enforce – but other UN Security Council resolutions [implying UNSC 2334], and it’s going to be very difficult to achieve that if you continue to hold the view that you just expressed [that Jews have a right to live and pray in Jerusalem and the West Bank], which is a view that was not held by the founders of the State of Israel who were secular Zionists, not religious Zionists.”

Some education is in order for this senator who airs his ignorance and Palestinian Arabs’ false propaganda so publicly:

David Ben Gurion, Israel’s first prime minister and secular Zionist said to the British authorities in January 1937 before the Peel Commission which discussed limiting Jews to certain areas of Palestine that “Our right to the Land of Israel does not stem from the Mandate and the Balfour Declaration. It precedes those. The Bible is our mandate… I can state in the name of the Jewish People: The Bible is our mandate, the Bible that was written by us in our Hebrew language, and in this land itself, is our mandate. Our historical right has existed since our beginnings as the Jewish People, and the Balfour Declaration and the Mandate recognize and confirm that right.” The secular Zionist Ben Gurion explicitly tied the right of Jews in the land to the Bible.
Ben Gurion referenced the original Hebrew language of the Bible, which became and remains the official language of the Jewish State, the only country which speaks in the biblical tongue.
When Ben Gurion read Israel’s Declaration of Independence on May 14, 1948 which he helped draft, the first lines were “ERETZ-ISRAEL [(Hebrew) – The Land of Israel] was the birthplace of the Jewish people. Here their spiritual, religious and political identity was shaped. Here they first attained to statehood, created cultural values of national and universal significance and gave to the world the eternal Book of Books.” The “land of Israel” encompasses the entire Jewish Promised Land, not new borders concocted by the United Nations General Assembly in 1947.

Further, Van Hollen fails to comprehend that his various statements do not complement each other but CONTRADICT each other. One cannot adhere to every UN Security Council resolution and simultaneously respect the dignity and human rights of Jews.

UNSC 2334, which passed in the waning days of the Obama administration, tramples on basic human rights and dignity of Jews by denying their right to live and pray in their holiest location in the Old City of Jerusalem.

There is NO “inalienable right” for Palestinians to have a state, only self determination, and there IS an “inalienable right” for Jews to pray on the Jewish Temple Mount. Yet the United Nations and Van Hollen pretend otherwise.

If the basic parameters of Palestinian dignity is to deny Jewish dignity, then there is no scenario in which there is “dignity for Israelis and Palestinians alike” which Van Hollen ignores.

The United Nations is deeply broken and amoral, yet Senator Van Hollen seeks to prop it up as something holy, a pagan temple amongst the socialist-jihadi alliance. Rep. Elise Stefanik intends to act like the Jewish patriarch Abraham when she enters the United Nations, who shattered the false idols in his father’s store. She is poised to enter that dark chamber and shed light on its systemic depravity.

Abraham’s actions 3,700 years ago launched monotheism. Perhaps the end of the United Nations’ sacred cows will usher in a period when Jews and Judaism will be openly and widely recognized on the Temple Mount and throughout Jerusalem.
